Is this a mental disorder when a person asks the same question over
and over again in an interval of hours or even in the same hour?

Even though that person gets the answer the first time....He keeps on
asking.

Not only one question, or a specific question, but once a question in
mind, he keeps on asking, at different times.

When you tell that person that he already asked and that you already
answered; that person replies:
"Shut up..." and then that person blames/ignores you, or even gets
mad!!

What this person is facing? Is that OCD or something more than that?

** How to deal with such persons, in a way to help them? **

Perhaps the person who replies once, should tolerate and reply
multiple times whithout getting irritated by being asked same question
and giving same response?

What you are describing could be a brain disorder, but not likely an
emotional or personality disorder. For example, it is a symptom of
Alzheimer's disorder, though it could be other problems as well.

I suggest the individual be referred to a neuropsychologist for evaluation.
You can find neuropsychologists on the staffs of most majoy hospitals.
